PTACs and their programs for vendors pursuing business with the government are a result of a 1985 congressional authorization effort to expand the number of businesses capable of participating in the government marketplace. Administered by the Department of Defense, Defense Logistics Agency (DLA), the program provides matching funds through cooperative agreements with state and local governments and non-profit organizations for the establishment of PTAC centers across the country. The PTACs, which have a number of local locations in each state, are charged with helping businesses compete for government contracts by providing technical and consulting support for free, or at a nominal cost.
