Our Q2 2018 State & Local Procurement Snapshot shows improvement from last quarter’s slight decline in bids, but overall is consistent with our sideways forecast for this year following an unusually strong 2017. With the first half of 2018 over, we present additional analysis of how the past six months compares to previous years, to bring further clarity about the health and direction of the market. The current trend of slowing bids and RFPs since January can primarily be attributed to cyclical forces (it’s difficult to exceed a banner year like 2017) and ongoing fiscal challenges like under-funded pensions.
